Who owns the design in the end?

Generally, the person paying for the design (the contest holder) owns the logo in the end. However, there are certain people who believe that the person paying is only leasing the design on question. Any contest holder in doubt of such ownership should get the winning designer to sign an agreement outlining ownership terms. These terms generally state that all rights to the said design are property of the contest holder, but the designer is permitted to display the work in his/her portfolio. An agreement template with be drafted by DesignContest.net in the near future.
