Hi,

do I need be an "universal" graphic designer to be a design member, what if I only work (and want works) in web design areas is it disqualified me at application process?

No, you can apply to be a member of the design team as long as you fulfill the requirements. You don't need to be eclectic in your design. Just doing web design is fine. This does mean you won't be able to enter logo contests, though, as vector files are required for the logo contests.
