Design contest submissions

I am new to the site and enjoying seeing the fantastic designs being submitted in the contests. I do have, what is probably a stupid question, so please bear with me. I'm noticing most the the design submissions are in a unique type of template showing what appears to be a header with the designers name and version, a full color version on the left and then a smaller flat color section and black and white section. Where do these templates come from?

Templates are made available to Design Team Members upon acceptance as a designer.

That helps tremendously. I was very impressed how the submissions were being submitted and was thinking that might be the case. I'm looking forward to becoming a Design Team Member soon. Thank yo so much for your reply!
